First-time buyers in Stearns and Benton County can look at Minnesota Housing’s Start Up program for a state-backed first mortgage and optional down-payment help. Here is what the agency publishes for loans locked on or after July 1, 2026.
Who counts as a first-time buyer
Minnesota Housing defines a first-time homebuyer as someone who has not had an ownership interest in a principal residence in the last three years. That can include buyers who have never owned a home and some who have been out of ownership for more than three years.
Income and purchase-price limits (non-metro counties)
Stearns and Benton are in the agency’s “All Other Counties” group (outside the 11-county Twin Cities metro and outside Dodge/Olmsted). For Start Up loans locked on or after July 1, 2026, the published eligibility income limits in that group are:
- 1–2 person household: $118,900
- 3+ person household: $136,700
Published house-price / purchase limits for Start Up are up to $515,200 in the 11-county metro and $472,030 for all other counties, which includes Stearns and Benton.
Down payment and closing-cost loans
Eligible Start Up borrowers may also access Minnesota Housing down-payment and closing-cost loans of up to $18,000 (program options include a Monthly Payment Loan and Deferred Payment Loan / Deferred Payment Loan Plus). These are loans, not grants, and must be used with a Minnesota Housing first mortgage. At least one borrower must complete an approved homebuyer education course before closing when the Start Up first-time-buyer education rule applies.
How to apply locally
Minnesota Housing does not originate loans itself. Buyers work with a participating lender listed on the agency’s Find a Lender tool. Limits, rates and product rules change; a lender can check current eligibility for a specific household and property.
An automated online home-value estimate will not tell you whether a house fits Start Up purchase limits or how a second mortgage would work on your closing. A local agent can walk through real comps and help you plan the next step with a lender.
